You need to level up their relationship to the 'Dating' status. Once they're dating, you'll see romantic actions available.

It’s all about patience! Get them to best friends and then start using the 'Be Romantic' action until they fall head over heels.

To unlock romantic actions in Sims FreePlay, just have two adult Sims become good friends. After that, select the flirty option. ❤️
