Honestly, the fastest way to unlock San Fierro is by focusing on the main story missions and not getting too distracted by the side stuff. I remember blasting through Los Santos missions just to get to San Fierro cuz I heard it's based on San Francisco and I wanted to see it so bad. 'The Green Sabre' mission is your ticket there. Stick to the story, and you'll get there quicker than you think.
