Just hit Mastery Rank 5, finish The New Strange quest, and chat with Cephalon Simaris in a Relay. Boom, Sanctuary Onslaught unlocked!

To unlock Sanctuary Onslaught, you need to have completed The New Strange quest and be at least Mastery Rank 5. After that, head to Cephalon Simaris in any Relay and you are good to go!
