Not sure about a secret dog, but I unlocked a ton of cool characters by just playing regularly!

To unlock the secret dog character, you need to unlock all the characters in the Chinese New Year update first. Then, you collect a certain number of red envelopes while playing as one of the Chinese New Year characters. Woof woof!
