You can't unlock Shao Kahn in Mortal Kombat 9 for regular play. Sorry, he's only available as a boss character in Story Mode. Bummer, right?

From personal experience, Shao Kahn remains unplayable in MK9. However, defeating him in Story Mode offers great satisfaction. Plus, you get to unlock other characters and content as you progress!

Unfortunately, Shao Kahn isn't playable in MK9, but you can always enjoy battling against him in Story Mode. That's where the true challenge lies!
