Shao Kahn is not unlockable in the Xbox 360 version of Mortal Kombat. He's always the final boss you battle but not a playable character.

Trust me, I’ve tried everything! Shao Kahn stays as a boss-only character on the Xbox 360 version. No way to use him for your fights.
