To unlock SSJ Blue Goku and Vegeta, you need to collect Zeni! Get 300,000 for Goku and 500,000 for Vegeta. Happy fighting!

From experience: I unlocked them by getting the Zeni through the arcade mode. It took some time, but it was worth it!
