Super Saiyan unlocks at level 50 for Saiyan characters. Go see Oshi and complete the quest!
You gotta have a character reach level 50 and then speak to Oshi in the Dragon Ball Fusions game. After that, you'll get the Super Saiyan transformation quest!
Level up your Saiyan to 50 and head over to Oshi. The quest he gives you will unlock Super Saiyan. Simple as that. Happy fusing!
