To unlock Super Saiyan in Dragon Ball Xenoverse 2, you need to be a Saiyan and reach Level 40. Once you hit Level 40, speak to Vegeta in Capsule Corp and complete his quests. He'll teach you the Super Saiyan transformation!

Hey! To unlock Super Saiyan, get your Saiyan character to Level 40 and head to Capsule Corp. Vegeta will hook you up with some training missions, complete those, and boom! You're a Super Saiyan!
