To unlock Super Saiyan in Dragon Ball Xenoverse 2, you need to be a Saiyan and reach Level 40. Once you hit Level 40, speak to Vegeta in Capsule Corp and complete his quests. He'll teach you the Super Saiyan transformation!
I managed to unlock it by getting to Level 40 with my Saiyan and visiting Vegeta at Capsule Corp. After finishing his training missions, I earned my Super Saiyan transformation. It felt epic!
Hey! To unlock Super Saiyan, get your Saiyan character to Level 40 and head to Capsule Corp. Vegeta will hook you up with some training missions, complete those, and boom! You're a Super Saiyan!
