Actually, Super Smash Bros. Melee was released for the GameCube, not the N64. But if you meant the original Super Smash Bros. on N64, you unlock Luigi by completing Break the Targets with all eight initial characters!

From my experience, unlocking Ness in the original N64 game involves completing Classic Mode on Normal difficulty without using a continue. Good luck!
