Sadly, Tails only tags along in cutscenes; he's not playable. You'll have to enjoy Sonic solo!

In Sonic Generations, Tails is already present, but only in the storyline and cutscenes. Can't play as him, though.

You actually can't unlock Tails as a playable character in Sonic Generations. Tails does appear in the game, but only as a non-playable character who helps Sonic along the way.
