To unlock the cafe, also known as The Roost, in Animal Crossing, you first need to upgrade the Museum. For this, you gotta donate at least 15 items to Blathers (the owl who runs the museum). These items can be a mix of fossils, fish, bugs, or art. Once you meet this criteria, Blathers will mention his desire to invite a special guest to the museum. The next day, you'll have a conversation with Tom Nook about building the café. Keep in mind, you'll need to have completed the museum upgrade and the first stage of your house upgrade at least.

Easy peasy - just focus on upgrading your Museum by donating stuff. Blathers will eventually get the idea to open The Roost. No biggie, just keep playing and you'll get there!
