You have to collect at least 10 Power Stars, then look up to the light at the main hall of the castle and complete the Wing Cap course.
Red blocks? Get 10 stars, stand on the sun carpet, and look straight up to enter the Wing Cap level. Easy peasy.
Just grab 10 stars, head to the castle's main hall, look at the ceiling light, and boom, there you go!
From personal experience, the trick is to stand on the sun carpet in the castle and look up. It's a pretty cool secret!
