To unlock the Rocket Nozzle in Super Mario Sunshine, you need to collect at least 30 Shine Sprites and defeat Shadow Mario in Pinna Park. After that, you'll find the Rocket Nozzle boxes available in several locations around Isle Delfino!
From my own experience, chase down Shadow Mario in Pinna Park after you have 30 Shine Sprites. Then you can blast off with the Rocket Nozzle!
