To unlock World Tier 5, you need to complete all three Strongholds on World Tier 4. That means Lincoln Memorial, Capitol Building, and District Union Arena.

I've been there! Get to World Tier 4 and complete the Tidal Basin Stronghold. That's your golden ticket to Tier 5. Good luck!

You just have to grind the Strongholds on World Tier 4. It's a pretty linear path, really.
