You can unlock Toon Link by playing through the World of Light adventure mode, or you can unlock him by completing Classic Mode with Young Link starting the path!
World of Light adventure mode will also get you Toon Link if you keep playing through the story and unlocking characters along the way.
Honestly, just keep playing the game鈥擳oon Link will show up eventually. Classic mode with Young Link is the quickest way though.
