You gotta go to the Elder Kai and complete his training. He's usually hanging out in the Time Nest. Finish all his lessons and you'll get the Unlocked Potential transformation!

First, become an Ultimate Finish master! Next, head over to the Advancement Tests in the Patroller Academy. Get all Z ranks, and you鈥檒l unlock the final test with Elder Kai to get Unlocked Potential!
Seriously, just keep talking to Elder Kai. He'll train you if you show up all the time. Persistence pays off!
Unlocked Potential? Easy peasy. Finish the pre-requisite missions with a good rank and Elder Kai will give you the training you need.
