You gotta unlock Viktor's Workshop by completing those rancher trade requests at the Range Exchange. Just keep trading and he'll reach out to you!

From my experience, focus on trading with the other ranchers via the Range Exchange. After completing a few, Viktor will contact you and invite you to his place.
