Simple fix! Go to the settings menu, click on the 'Audio' tab, and make sure the 'Voice Chat' option is set to 'On'.

I'm a veteran player! Just open the social menu (press 'Esc' on PC, or the corresponding button on console), select the player's name, and click 'Unmute'.
