You might be restricted. Click their profile, tap the three dots, and select 'Unrestrict'. Done and done.
Go to Privacy settings, find Restricted Accounts under Connections, and unrestrict the person you want. Simple as that!
Just tap 'Settings' > 'Privacy' > 'Restricted Accounts' > tap 'Unrestrict' next to whoever you want to unrestrict.
