If an internet update isn't working, you can download the update onto a USB drive from the PlayStation website. Then, plug it into your PS3 and go to Settings > System Update > Update via Storage Media. Worked for me last time!

Who needs updates? Just kidding. Settings > System Update > Update via Internet. Boom, done.
