You can use a USB stick to update PS4 games offline! Just download the game patches from a trusted source on your PC, save them to the USB, and then install them on your PS4.

Honestly, without PSN, updating games is pretty challenging since official updates are pushed through PSN servers. Borrowing a buddy's connection is your best bet.
