Make sure you've unlocked the correct skill - knowledge of computers, usually from a survivor with the Computers skill, is mandatory for upgrading your Command Center.
If you're in a jam, check out the in-game supply drop feature or trade with other enclave to get the resources you need.
You need a Computers skill for that. If no one has it, teach it with a Computer Textbook found in loot or traded from an enclave.
