To upgrade to Observation Haki V2, you need to max out your original Observation Haki first (which requires 5000 EXP). Then, talk to the Hungry Man NPC in the Floating Turtle Island and bring him a bowl of Sweet Rice Cake (obtained by defeating Cake Prince). Voila, upgraded Haki!
