To upgrade an outpost in State of Decay 2, you'll need an upgraded Command Center at your home base and enough Influence. Once you have both, just select the outpost you want to upgrade from the map and confirm the upgrade.

Make sure your Command Center is at least level 2 or 3, then use the map to select and upgrade your outposts. It's that simple!
