You need to have the required supplies and materials. Head over to the Resistance Ring in your Avenger base, click on it, and there will be an upgrade option. Easy peasy!

I've upgraded the Resistance Ring by just selecting it in the Avenger and confirming I had enough supplies. It doesn't take long if you're prepared!
