You can't just upgrade the Sparrow on a whim, you need to own a Kosatka submarine. If you've got that, use the Kosatka鈥檚 interaction menu to access the Sparrow modifications. It's pretty much like pimping your ride but with more firepower.
You have to buy a Kosatka submarine first. Then, you can upgrade the Sparrow with missiles and more directly from the Kosatka鈥檚 menu. It's expensive, but totally worth it for making a splash in Los Santos.
Sorry to burst the bubble, but if you're hoping to slap some spoilers and neon lights on your Sparrow without owning a Kosatka, you're out of luck. Get the submarine first, then we can talk about those fancy missile upgrades.
