Forget fancy workbenches! Focus on getting awesome gear drops instead. Upgraded bench or not, you'll still need those sweet weapons.
You need to reach World Tier 1 first and then complete the 'Campus Settlement' upgrade. After that, Inaya al-Khaliq in the White House will offer you a blueprint to upgrade the workbench!
