To upgrade your fins, first, you need the Modification Station. You can find the blueprint fragments in the Degasi bases or wrecks. Once you have it, you can craft Ultra Glide Fins or the Swim Charge Fins using different materials.

I upgraded my fins by finding the Modification Station fragments in Lifepod 19 and the Jellyshroom Cave. Crafting the Ultra Glide Fins made a huge difference in my swimming speed. Worth it!
