You can't directly upload a custom image to Bloxburg. Use the 'Change Picture' option on a picture frame and enter the decal ID of an image you've uploaded to Roblox.

As someone who's done this a million times, upload the image as a Roblox decal, then use its ID in Bloxburg. Works like a charm!
