First things first, you gotta get yourself a Nuclear Keycard and some launch codes. Now, the fun part: head to a missile silo and use the terminal to input your launch codes and Nuclear Keycard. Then, you get to play the big boss - choose Monongah Mine as your target on the map, confirm, and boom! Nuke deployed. Pack some rad protection, 'cause it's gonna get spicy.
