Unlocking Akuma? Hold down Start, move to Ryu for 1 second, T. Hawk for 1 second, Guile for 1 second, Cammy for 1 second, and then Ryu for 1 second again. Finish by pressing Start and all three Punch buttons together. Boom, Akuma!
