I found that using the anchor is pretty straightforward. Just place it on the side of your raft from your inventory and drop it when you need to stop.
To use the anchor, open your inventory, select the anchor, then place it on your raft. When you're ready to stop, just tap the anchor to deploy it. Easy peasy!
