Using bait in Terraria is all about going fishing! First, you gotta have a fishing rod. You can craft one early on with just some wood. Then, make sure you've got bait in your inventory - worms, grasshoppers, or butterflies work great. To use it, just stand near water, open your inventory, and right-click the bait to equip it to your fishing rod. Now, just click your rod in the water and wait for a bite. Be patient; the bigger the bait power, the better the catch!

Honestly, fishing in Terraria is too much work. Just buy the stuff from the Travelling Merchant or find it while exploring.

Just toss it in the water with a fishing rod, easy peasy. You don't 'use' bait directly; it's automatically used when you fish.
