Collect resources, go to the Fabricator, and select the blueprint. Done.
Unlock blueprints by scanning fragments around the ocean. Then just gather the resources and use the Fabricator to create new items or use the Habitat Builder for base structures. I've built entire bases this way!
Using blueprints in Subnautica is pretty simple! Just gather the required resources, head over to your Fabricator or Habitat Builder, select the blueprint you want to craft, and voila! You've got yourself a new item or structure.
