Oh, the majestic Cargobob! To use its hook in GTA 5 on PS4, simply press right on the D-pad. This lowers the hook while flying. Once you're positioned right above whatever you're trying to pick up (vehicle, unsuspecting pedestrian), press right again to retract it.
