To use the console in Subnautica, press F3 to open the menu, then F8 to free your mouse cursor. Now, uncheck the 'Disable Console' option in the top left. Finally, press Enter or ~ (tilde) key to open the console and type your commands!

If you're on console, sorry, there's no built-in way to access the dev console. Enjoy the game the normal way!
