It's simple! Go to the 'Bookcase' in your Sim's house, select it, and choose 'Read Encyclopedia'. Your Sim will dive in and gain XP.

First-hand experience: I always send my Sim to the bookshelf. Select 'Read Encyclopedia' and it's XP central!
