I found out that setting up the trap near rocks in shallow water works wonders. It takes a bit, but you'll have dinner soon!
Just place the fish trap in a shallow area of water, wait for fish to swim in, then collect them. Easy peasy!
From my experience, just place it in the water, make sure it's not too deep, and check back after a while. Fish will collect automatically.
