I just made the fins at the Fabricator and put them in my inventory slot. Once there, they speed up swimming immediately. No need to press any buttons!

Flippers in Subnautica, a.k.a. fins, are automatic once equipped. Just craft them at the Fabricator and your swimming will be swifter than a seamoth on turbo!
