To use a gas can, go near any vehicle and a refuel option will pop up if the vehicle needs more gas. Easy peasy.

I've used gas cans a bunch. Just hop in any ride, open your backpack, and press the use button next to the gas can. Voila!

When you have a gas can in your inventory, stand next to a vehicle and click on the refuel button that appears. Boom, done.
