Just walk up to it if you're on the right quest. If it doesn't work, you're either at the wrong scanner or need to progress more in the questline. Keep it simple!

Honestly, most times it's a bug. Restart or check if you're really supposed to use it at that point of the quest. Fallout 76 can be quirky like that.
