You can totally use a keyboard as a second controller in Street Fighter! Just go to the 'Controller Settings' in the game's menu, select your keyboard, and assign the keys you want. Easy peasy!
Go to 'Options' -> 'Controls' and set the keyboard as Player 2. Just make sure both controllers don't overlap!
Had a similar setup before. You just need to map the keyboard keys for Player 2 in the 'Settings' menu under 'Customize Controls'.
