To use Local Leader in Fallout 4, you first gotta level up your Charisma to at least 6, because that's where this perk lives. Once you've got that sweet Charisma level, go ahead and invest a perk point into Local Leader. Boom, you're now officially a local leader! What this does is let you set up supply lines between your settlements.
