To use a Metal Coat in Pokemon GO, go to your inventory, select the Metal Coat, and then choose to evolve Scyther into Scizor or Onix into Steelix.

Use a Metal Coat by going into your items, selecting it, and then using it to evolve either Scyther or Onix!

Just give it to Scyther or Onix and evolve 'em! Easy peasy!

From my experience, you need the Metal Coat and enough candies. Then just evolve Scyther to Scizor or Onix to Steelix in your items menu.
