First, check your mic works with your system by testing it in another app. Then, in PUBG PC, go to Settings > Sound > Voice Channel and select 'All,' 'Team,' or 'None' depending on who you want to talk to. Don't forget to map a key for 'Push to Talk' under Keybinds!
