First, you need to build the Nuclear Reactor itself using the Habitat Builder. You'll need blueprints, plus materials like Plasteel Ingots, Lead, and Advanced Wiring Kits. Once built, simply place Nuclear Reactor Rods inside the reactor to generate power. Just remember to dispose of the spent rods in a Nuclear Waste Disposal!

You have to scan fragments to get the blueprint first. Then, make sure you have Reactor Rods ready to fuel it. Don't forget to check on it regularly, because handling nuclear materials can be, well, risky!
