Easy peasy! Just press up on the D-pad if you're using a console controller. If you're on PC, hit the 'T' key. That'll bring your phone right up on the screen, and from there, you can navigate through contacts, internet, and other apps with the same controls you use to move your character around.

Actually, it's 'Arrow Up' on the keyboard for PC players, not 'T'. That'll get your in-game phone out. Super useful for quick missions or checking out what's new online.
