Honestly, you just need to set the PS4 as the primary console for the PS Plus account. Everyone else on that PS4 gets the benefits too.
In my experience, you just need to set the PS4 as the primary PS4 for the account with PS Plus. Once that's done, all other users on that PS4 can enjoy PS Plus features. Simple as that!
