You collect Primal Energy through special events and raids. Once you have enough, just go to the Pokémon's page and select Primal Reversion. Simple as that!

Primal Energy basically evolves Kyogre and Groudon into their Primal forms. Gather enough energy from events or raids and go to the Pokémon's page to trigger the reversion.
